PrincipalsThelma Costello, BA, LLB, is a widely respected senior manager and leader with experience in the public and non-profit sectors. Her expertise includes program and project management, business development, systems implementation, change management, evaluation and partnership development.
Ms. Costello’s clients have included GEM Health Care Group Ltd., Rosedale Home for Special Care, Harbour View Haven, Acadia University, the Nova Scotia Community College, the Department of Environment & Labour, Office of Economic Development, Department of Agriculture, Capital District Health Authority, Service Nova Scotia & Municipal Relations and many others. She has also provided start up and executive management services for a multi institutional organization created to provide leadership, co-ordination and sector development in the life sciences and biotechnology fields in Nova Scotia.
In the public service, Ms. Costello was responsible for the initiation, negotiation, management and implementation of strategic e-government partnerships with Andersen Consulting and the Department of Justice, and with Unisys Canada, Canada Customs and Revenue Agency, Service Nova Scotia and the Workers Compensation Board. She has been directly responsible for complex procurements involving private and public sector parties. She has held the post of Tax Commissioner for the Province of Nova Scotia with responsibilities as diverse as administration of tax and revenue programs, business regulation programs and motor vehicle safety and regulation. While Tax Commissioner, Ms. Costello managed the transition to Harmonized Sales Tax, including the transfer of provincial staff to the Canada Revenue Agency. In the justice field, she was responsible for the development, management and delivery of all infrastructure and support services to courts and registries throughout the Province of Nova Scotia including facilities, staff, security and programs.
Her qualifications include Bachelor of Law, Dalhousie University, 1982; Bachelor of Arts, Mount Saint Vincent University, 1979; Alternate Dispute Resolution, University of Windsor Law School, 1996 and 1997; Program for Public Executives, Queen’s University, 1993 and workshops/seminars in project management, performance management & media relations. She is a member (non-practicing) of the Nova Scotia Barristers’ Society.
Wilson Fitt, BSc, LLB, MPA, provides project planning, analysis and management services to public and private sector organizations. He has extensive experience in business administration, management of large development projects and in management consulting for the public and private sectors.
Mr. Fitt has been engaged on a wide variety of assignments including development consulting for major health care capital projects and other public infrastructure initiatives and feasibility studies and master planning for redevelopment and expansion of tertiary education facilities, research laboratories, special needs and student housing, military accommodations and industrial buildings. In the past several years he has managed new construction and redevelopment projects totalling in excess of $80 million.
As Executive Vice President of a private real estate development and management company he had responsibility for the day-to-day business of the firm and management of its 4,000,000 square foot portfolio of commercial properties. Under his leadership, the firm became a leader in creating public private partnership solutions for major new developments. He was project manager and coordinator for private real estate developments and for public private partnership initiatives in the education and municipal infrastructure fields.
Mr. Fitt was a part time member of the Faculty of Dalhousie Law School for ten years, and has made numerous public presentations to government and industry associations. He has experience in domestic and international markets.
His qualifications include a Master of Public Administration from Dalhousie University, 1984; Bachelor of Law from Dalhousie University, 1979; and Bachelor of Science from University of Kings College, 1975. He is a member (non-practicing) of the Nova Scotia Barristers’ Society.
